i got a question about this place.....is it a multilayer only area or can a person playing single player get to it...i am curious cuase i kinda forgot lol

MY question follows:
I have been to de train station-TWICE. Both times de tech ignored me when I had de third piece ( a round something or another). Is there an order I need to follow.
NOTE: Right Now-I AM A NEW Engineer. Actually, this is number three (3).
